The Field Operations Manual describes the response organization, personnel, equipment,
resources, and procedures for field operations that are designed to be utilized by the thirteen
counties which make up the California Governor's Office of Emergency Services (Cal OES)
Region III. This plan is intended to establish a regional "minimum" standard. This does not
prevent local agencies from developing additional protocols or procedures that do not conflict
with this regional standard.
The purpose of Patient Distribution Manual is to outline a plan under the Standardized Management System (SEMS) and the National Incident Management System (NIMS) for
the distribution of patients during a multi- or mass casualty incident:
- Within an Operational Area,
- Within multiple Operational Areas in the Mutual Aid Region, and to destinations outside of the Mutual Aid Region.
